Kinshasa Task Force General disputes $12 million monthly budget claims

Lieutenant-General Jean-Pierre Kasongo Kabwik, coordinator of the presidential Task Force for sanitation in Kinshasa, has issued a formal letter of indignation to Governor Daniel Bumba Lubaki regarding claims made by the provincial government.

The dispute centers on statements from the provincial Ministry of Environment alleging that the Task Force receives a monthly budget of $12 million. General Kabwik dismissed these figures as “untruths” and “controversial,” asserting they are disconnected from the reality of the organization's operations.

In his correspondence, dated October 28, 2026, the General warned that such claims could incite military disobedience and violate military discipline. He noted that these actions may fall under Article 88 of the Military Penal Code, which punishes incitement to disobedience. The letter was copied to the Presidency, the Prime Minister, and the Ministry of Finance.
