Kocaeli Municipality Launches Real-Time Beach Information System

The Kocaeli Metropolitan Municipality in Turkey has developed a fully self‑funded, privacy‑compliant "Beach Information System" for six blue‑flag beaches in the Kandıra district. The platform provides citizens with live data on beach crowd density, sea conditions, access restrictions, travel time and parking availability, accessible via the municipality’s smart‑city portal, mobile apps and roadside digital displays.

The system measures aggregate foot traffic using passive Wi‑Fi listening units that detect nearby mobile signals without collecting personal data, adhering to the Turkish Personal Data Protection Law (KVKK). By offering real‑time information, the service aims to help beachgoers choose less crowded locations and plan routes more efficiently, supporting Kocaeli’s broader smart‑city vision.
