Kokoomus proposes major Finnish parental leave reform

The National Coalition Party (Kokoomus) has proposed a major reform of the Finnish parental leave system, aiming for implementation during the next parliamentary term. The plan involves abolishing the current home care allowance and replacing it with an expanded earnings-related parental leave model.

Under the proposal, each parent would receive 200 days of earnings-related parental allowance, an increase of 40 days compared to the current system. The reform also seeks to extend the period during which parents can take leave simultaneously from three weeks to five weeks. To encourage more equitable distribution of care, transferred leave days would be paid at a flat rate of approximately 800 euros per month.

Social Security Minister Karoliina Partanen stated that the reform aims to improve family livelihoods, increase participation in early childhood education, and boost employment rates. The party estimates the change could increase the employment of parents by up to 20,000 people. While the reform is expected to increase public spending by roughly 34 million euros, proponents argue it will promote gender equality in the workforce and reduce the economic burden on families.
