Komdigi bans extra fees for internet quota protection

Indonesia’s Ministry of Communication and Digital (Komdigi) has prohibited mobile operators from charging additional fees for services that protect unused internet data quotas. This directive follows a Constitutional Court ruling (No. 273/PUU-XXIII/2025) mandating substantive protection for customers' remaining data.

An evaluation of the first month of implementation shows that operators have not yet optimized these protections. While some companies have expanded rollover mechanisms—where unused data carries over to the next period—many still rely on simple expiration notifications. Komdigi officials stated that notifications alone are insufficient because they do not protect the economic value of the unused data.

Data from the evaluation reveals varying levels of implementation among major providers:

• XLSmart: 92 out of 101 packages use rollover, while 9 rely on notifications. • Indosat: 23 out of 94 packages use rollover, while 71 rely on notifications. • Telkomsel: 19 out of 95 packages use rollover, while 76 rely on notifications.

The Ministry intends to evaluate operator tariffs if price increases occur due to the implementation of these quota protection measures.
