Komdigi monitors mobile operators over internet quota protection

The Indonesian Ministry of Communication and Digital Affairs (Komdigi) is monitoring mobile operators to ensure compliance with a Constitutional Court ruling regarding the protection of unused internet data. While the ministry clarified that operators are not strictly required to implement a 'rollover' mechanism for all data packages, they must provide substantive protection so that remaining quotas can still be utilized.

Evaluations of major providers—Telkomsel, Indosat Ooredoo Hutchison, and XL Axiata—reveal that many packages still rely on simple notifications rather than functional rollover features. For instance, Indosat has only implemented rollover for 23 of its 94 reported packages, and Telkomsel has done so for 19 of 95. Komdigi emphasized that operators are prohibited from charging additional fees for these protection services and will evaluate any potential price increases resulting from these changes.

A dedicated complaint channel has been established via the Directorate General of Digital Infrastructure call center at 159 to allow citizens to report issues regarding data plan protection.
