Tivat and Serbian institutions face political and legal disputes

Political instability is rising in Tivat, Montenegro, as a dispute over the municipal assembly majority intensifies. Mayor Željko Komnenović and the ‘Narod pobjeđuje’ and ‘Krtoljska lista’ groups claim the previous ruling majority no longer exists, alleging that Assembly President Miljan Marković is attempting to form a new majority with the DPS. Komnenović has called the move a “brutal violation of the voters' will” and stated that key assembly committees have not met, questioning the legality of upcoming sessions.

In a related local matter, the Board of Directors of the Tivat Public Utility Company decided not to file criminal charges against Miljan Marković, despite a Ministry of Public Administration finding that the Municipal Assembly violated local self-government laws by failing to confirm a director's appointment.

In Serbia, the legal group ‘Ustavobranitelji’ has filed a criminal complaint against Relja Ognjanović, Director of the PIO Fund. The complaint alleges that the fund’s database was used to facilitate the mass distribution of personalized letters from President Aleksandar Vučić to 1.65 million pensioners. The lawyers argue this constitutes an illegal use of state resources for political campaigning and a violation of data privacy laws.
