Konfederacja Lewiatan calls for immediate ETS relief for industry
The Confederation Lewiatan is urging the European Commission to provide immediate relief from Emissions Trading System (ETS) pressures rather than waiting until 2031. Maciej Giers, a decarbonization expert for the organization, stated that the most intense regulatory pressure will occur between 2026 and 2030, when industrial costs are expected to peak.
The organization proposes a linear reduction path for emission allowances between 2028 and 2040 to ensure regulatory predictability and investment stability. Additionally, Lewiatan is calling for stronger mechanisms to stabilize the supply and price of EU Allowances (EUA), including the potential introduction of a price corridor and increased transparency regarding the activities of non-EU financial institutions in the market.
Regarding competitiveness, the Confederation argues that free emission allowances are essential for the survival of European industry to level the playing field with non-EU competitors. They cautioned that the Carbon Border Adjustment Mechanism (CBAM) is an unverified instrument that cannot yet replace free allowances, as it may not fully protect against carbon leakage in exports and global value chains.
