Konfederacja Lewiatan releases 2026 Black List of Business Barriers
Konfederacja Lewiatan has released its ‘Black List of Barriers 2026’, noting that only a small fraction of previous demands for business deregulation have been implemented over the past year. Many obstacles facing entrepreneurs remain unresolved.
Key outstanding issues include the need for a six-month vacatio legis for tax changes that increase fiscal burdens or administrative duties. Other requested reforms involve extending deadlines for tax filings, such as CIT-8, and eliminating redundant reporting requirements like VAT-UE information and specific JPK electronic records.
Marek Górski, president of Konfederacja Lewiatan, stated that a single deregulatory impulse is insufficient to address long-standing problems. He emphasized that effective deregulation requires a continuous, orderly, and measurable process integrated into state policy. Additional pending proposals cover labor law, migration, energy prices, the circular economy, financial markets, and digital economy regulations.
