Korea Communications Standards Commission targets SNS hate speech
The Korea Communications Standards Commission (KCSC) has announced intensified monitoring of hate speech, mockery, and discriminatory information spreading via social media recommendation algorithms, particularly through short-form videos and internet memes. The move aims to protect adolescents from being desensitized to prejudice by content that treats discrimination as a form of play or trend.
Since April, the commission has issued corrective orders, including deletions and access blocks, for 625 instances of malicious information targeting specific groups and marginalized populations. Following the revised Information and Communications Network Act in July, the KCSC has increased surveillance of content that incites violence or undermines human dignity based on gender, disability, or age.
The commission is also urging information technology service providers to monitor the distribution of biased content and implement autonomous prevention measures. To complement these regulatory efforts, the KCSC has been conducting media ethics education for high school students across several regions in South Korea since September to promote responsible content creation.
