KHNP terminates Czech nuclear construction talks with Daewoo-Doosan consortium

Korea Hydro & Nuclear Power (KHNP) has officially ended contract negotiations with the Daewoo Engineering & Construction and Doosan Enerbility consortium for the construction of two APR1000 nuclear reactors at the Dukovany site in the Czech Republic. The breakdown follows prolonged disputes regarding construction costs, risk allocation, and the method for settling expenses related to design changes.

KHNP proposed a lump sum contract based on quantities from the basic design stage to ensure cost certainty. Conversely, the consortium requested a unit price settlement method based on detailed design quantities to account for potential increases in construction volume. KHNP noted that while they attempted to reach an agreement through working-level talks, a mediation committee, and management-level discussions, a final consensus could not be reached.

KHNP plans to select a new construction company through a competitive bidding process, aiming to finalize a contract by July 2027. The company stated that the main contract with the Czech client (EDU II) remains in effect and that essential tasks will be managed directly by KHNP to minimize project delays. Doosan Enerbility confirmed that its existing supply contract for reactor equipment and turbines remains unchanged and expressed intent to participate in the upcoming re-bidding process.
