Kosovo and Albania implement new institutional oversight and correctional guidelines

In Kosovo, Ismail Dibrani, Director General of the Correctional Service, has signed a new guideline for monitoring the implementation of individual sentencing plans. This document establishes standards and institutional responsibilities to ensure that rehabilitation, education, and professional programs are tailored to the specific needs and risks of each inmate. Under these guidelines, sentencing plans will be treated as dynamic documents and must be reviewed at least once a year to adapt to an individual's progress.

In Albania, the Assembly's Commission for Citizen Initiatives, Cooperation, and Institutional Oversight, led by Fatmir Xhafaj, is conducting parliamentary reviews of law implementation for the 2021–2025 period. During recent hearings, Commissioner for the Right to Information and Protection of Personal Data, Besnik Dervishi, discussed the drafting of sub-legal acts and coordination with the Ministry of Internal Affairs. The commission is also evaluating progress regarding alignment with European Union standards and the effectiveness of complaint handling.
