Kosovo and Germany discuss digital transformation of public administration

Kosovo and Germany have held intergovernmental consultations to discuss progress and priorities regarding the digital transformation of public administration and the reduction of administrative burdens. Minister of Digitization and Public Administration Lulëzon Jagxhiu met with representatives from the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Embassy, and GIZ.

Germany has supported a program to reduce administrative burdens through a project co-financed by the European Union and implemented by GIZ. This initiative has contributed to simplifying over 730 administrative services at both central and local levels. Key achievements include the digitalization of various services and the development of systems for professional licensing, diploma recognition, employment services, and case management.

Additional developments include the testing of an artificial intelligence based digital assistant within the Kosovo Tax Administration and the pilot integration of public services based on life events, starting with birth-related services. Future priorities include the launch of a national electronic identification (eID) platform to enable strong electronic authentication, digital signatures, and digital seals.
