Kosovo Budget Commission rejects several social welfare amendments
The Kosovo Budget Commission has rejected multiple amendments proposed during the review of the 2026 budget. These rejections include a 4 million euro request for a Palliative Care Center, a 600,000 euro proposal for a memorial complex dedicated to children killed or missing during the war, and a 1 million euro amendment for medical devices and prostheses for war invalids.
Regarding the prostheses, Finance Minister Hekuran Murati and Health Minister Arben Vitia stated that funding is already institutionalized through the Health Insurance Fund and administrative guidelines approved in 2024. Arton Konushevci, Chair of the Committee on Social Welfare, clarified that the rejection of the additional 1 million euro amendment does not mean a lack of funding, noting that 103 people have already benefited from reimbursements totaling over 1.48 million euros.
On the issue of the memorial for children, Minister Murati argued that such projects fall under the jurisdiction of the Agency for the Management of Memorial Complexes within the Ministry of Culture, rather than the budget revision process, citing procedural and timing constraints.
