Kosovo caretaker government faces scrutiny over appointments and land leases

The caretaker government of Kosovo, led by the Vetëvendosje movement, is facing scrutiny over its recent administrative and legislative actions. Following the dissolution of the Assembly, the government has passed 75 decisions across 11 sessions.

Controversial actions include the appointment of commissions for high-level positions in the Ministries of Industry, Entrepreneurship and Trade, and Health, as well as the appointment of a general director for the Agency for Information Society (ASHI). Additionally, the government has made decisions regarding public property, such as leasing approximately 10 hectares of land in Hani i Elezit for 15 years for limestone exploitation, with similar leases granted in Ferizaj and Shtime.

Political representatives and civil society members, including researchers from the Kosovo Institute for Justice (IKD), argue that these decisions may violate the Constitution and the Law on the Government. Critics maintain that a caretaker administration should be restricted to essential activities and the implementation of previously planned agendas rather than making significant long-term appointments or land allocations.
