Kosovo Election Commission explains dynamic vote counting and mail‑in ballot processing

Valmir Elezi, spokesperson for Kosovo's Central Election Commission (KQZ), clarified that the publication of election results is a continuous process updated in real time as each ballot box is counted. Because the margins between parties are often very small, a handful of votes can alter the distribution of seats. Elezi explained that a party may temporarily reach the required coefficient to win a mandate, only to lose it later when additional ballot boxes are incorporated, stating, “It can happen that at a certain moment of result processing a subject reaches the necessary coefficient and the mandate appears in the published results, but with the inclusion of results from other boxes the coefficient ratio may change and the previous advantage is lost.”

The commission also announced that the assessment of mail‑in voting packets has been completed. From June 9 to June 8, KQZ processed 85,790 packets, approving 82,809 and rejecting 2,981. The main reason for rejection was the lack of a registration certificate (2,552 cases). Other reasons included multiple ballots or voters in one packet, packets sent from different states, missing ballots, absent postal stamps, and a single printed ballot. Mail voting was open from May 21 to June 6, with around 105,000 citizens registering to vote this way. Counting of diaspora ballots continues, with 60 ballot boxes tallied by Sunday 18:00.
