Kosovo energy sector faces planned outages and regulatory issues

KEDS has announced planned electricity outages across several regions in Kosovo on Thursday, September 3, 2026. The interruptions are necessary for energy system maintenance, security works, and investment projects. Affected areas include parts of Prishtina, Peja, Prizren, and Gjilan. Specific locations facing outages include Fushë Kosovë, Palaj, various neighborhoods in Prishtina such as Bardhoshi and Bërnica e Ulët, and areas around Gurakovci and Klina.

Separately, an audit report has highlighted systemic issues regarding the licensing of photovoltaic power plants in Kosovo between 2022 and May 2025. The report indicates that new solar plants were constructed without following the Indicative Plan for renewable energy capacity. It also notes a lack of institutional coordination and regulatory clarity, where municipalities occasionally approved solar plant constructions that should have fallen under the jurisdiction of the Ministry or Government due to weaknesses in the Law on Construction.
