Kosovo forms working group for Special Chambers appeal strategy

The Kosovo government has established a working group to harmonize the state strategy regarding appeal procedures before the Special Chambers in The Hague. The group will include representatives from several political parties, including Vetëvendosje (Adnan Rrustemi), PDK (Uran Ismaili and Enver Hoxhaj), LDK (Kujtim Shala), and Aleanca (Bekë Berisha). The Assembly of Kosovo has appointed Vice President Vlora Çitaku to the group, while Deputy Prime Minister Glauk Konjufca is set to lead it.

The formation of this group follows recent legislative changes to the Special Chambers Law. While some political figures, such as Fatmir Limaj, view the recent public clarifications from Special Chambers President Ekaterina Trendafilova as a positive sign of the law’s impact, others remain critical. Arbërie Nagavci of Vetëvendosje noted that the changes do not nullify existing convictions or guarantee the return of former KLA leaders to Kosovo.

Additionally, Ekaterina Trendafilova has defended the court’s independence in a video message, asserting that the institution operates without political influence and guarantees fair trial rights in accordance with international standards. Meanwhile, the KLA Veterans Organization has indicated it may resort to protests in response to the Special Chambers' actions.
