Kosovo left without president after Albulena Haxhiu sworn in as deputy
Former Constitutional Court president Enver Hasani said that the Republic of Kosovo is currently without a president because Albulena Haxhiu took the oath of office as a member of the 11th legislature, not as acting president. He explained that the constitution requires the Assembly to elect a new president before forming a government, citing paragraph 162 of the Court’s latest ruling which invalidated the previous decree on the Assembly’s composition.
Former PDK deputy Bekim Haxhiu added that Haxhiu’s claim to the positions of Assembly chair or acting president constitutes a breach of the constitution and Kosovo’s laws. He urged the prosecutor’s office to intervene, warning that if it does not act the public must protect the institutions. Haxhiu described the situation as a “state coup” and linked it to political maneuvers by Prime Minister Albin Kurti and Deputy Prime Minister Dejona Mihajlli.
