Acting Prime Minister Albin Kurti, leader of the Vetëvendosje (LVV) movement, sent formal invitations to opposition party leaders Bedri Hamza of the Democratic Party of Kosovo (PDK) and Lumir Abdixhiku of the Democratic League of Kosovo (LDK) to meet at the Kosovo Assembly and discuss the creation of new state institutions following the 7 June parliamentary elections. Hamza accepted the invitation and said the dialogue will focus on priorities, vision and challenges rather than on dividing posts. Abdixhiku also responded positively, indicating the meeting will be the first official contact between LVV and LDK.

The Alliance for the Future of Kosovo (AAK) declined the invitation, stating that its participation depends on the LVV accepting six conditions it previously outlined. Analysts note Kurti appears more inclined toward a coalition with LDK than with PDK. With LVV holding 53 of the 120 parliamentary seats, forming a government and electing a president requires at least 61 votes, making opposition support essential. No consensus has yet emerged on the presidential candidate or on the distribution of key offices, and parties stress the need to avoid new elections.
