Kosovo Prime Minister Albin Kurti May Trigger Fourth Election Amid Political Deadlock

U.S. scholar Daniel Serwer, visiting Kosovo, warned that the country could face a fourth election within 16 months if a compromise on institutional formation is not reached. He noted that incumbent Prime Minister Albin Kurti’s Vetëvendosje party, in power since 2020, together with minority representatives, can secure a parliamentary majority, but a two‑thirds vote is needed to elect a president. The fragmented opposition is not prepared to support Kurti’s proposed candidates, leaving uncertainty over whether a consensus candidate will emerge.

Serwer cautioned that Kurti might prefer to lead the country into another election, saying, “Vendit iu desh të mbante tri zgjedhje në më pak se 16 muaj.” He added that low voter turnout and declining support for Kurti reflect public fatigue with continuous voting cycles and that the opposition worries about Kurti’s stance on constitutional reforms and minority rights, describing his approach as “arrogante dhe madje antiamerikane ose autoritare.”
