Kosovo Prosecutor alleges radicalization plan found on defendant's phone

A “Top Secret 2” document found on the phone of defendant Fatmir Sheholli has been included in an indictment by the Special Prosecutor's Office. The prosecution alleges the document outlines a strategic political plan to expand Islamic radicalization and destabilize Kosovo and the surrounding region.

According to the indictment, the plan involved using funds from Islamic embassies to finance the construction of mosques in highly visible locations, such as near highways, schools, and shopping centers, as well as doubling or tripling mosques in large villages. The strategy also included expanding religious schools and utilizing influential figures in politics, media, music, and sports to build networks within Kosovo and among Albanian communities abroad.

The prosecution claims the ultimate goal was to create an international perception of Kosovo as a radicalized and destabilized state. This shift in perception was allegedly intended to influence the stance of Western powers and eventually facilitate returning Kosovo to Serbian jurisdiction. The document contains an extreme prediction that, after 20 years, Kosovo would resemble “Kandahar.”
