Kraków activists send postcards to Donald Tusk regarding rental regulations

The urban movement Akcja dla Krakowa has organized a campaign sending dozens of postcards to Prime Minister Donald Tusk to demand legislative action regarding short-term rentals and tourist taxes.

Activists argue that the rapid growth of short-term rentals, such as Airbnb, is consuming residential areas and driving up long-term rental prices, making it difficult for residents to afford housing. In Kraków, the number of short-term accommodations grew by 41 percent between 2023 and 2025, a rate second only to Rome in Europe.

The movement is specifically calling for the implementation of a tourist tax, which they claim could generate between 100 million and 200 million PLN for the city. Additionally, they are advocating for regulations to manage short-term rentals to prevent them from negatively impacting the quality of life in residential buildings. Activists note that a significant portion of these rentals—potentially up to two-thirds—operate in a grey market, with estimates suggesting between 10,000 and 12,000 listings exist online, while official city data identifies only about 3,000.
