Kumamoto earthquake relief and communication challenges

Following a powerful 7.1-magnitude earthquake in Kumamoto Prefecture in late July, residents in certain areas have expressed concern regarding a lack of media coverage and subsequent disparities in disaster relief. While major incidents like a shopping mall explosion and water outages in Uki and Yatsushiro received significant attention, towns such as Misato report lower levels of 'furusato nozei' tax donations and fewer relief volunteers.

The earthquake resulted in 38 deaths, including fatalities from a chimney collapse at a paper plant and a shopping mall explosion. In Misato, approximately 30 percent of households suffered damage, yet the town faces challenges in securing reconstruction funding compared to more highly publicized municipalities.

In response to the disaster and the diverse demographics of the region, there is an increasing focus on using ‘Easy Japanese’ to communicate vital information to foreign residents. A survey in Tokyo indicated that 41.3 percent of foreigners prefer Easy Japanese over English, reflecting the diversifying nationalities in Japan, such as the large Vietnamese and Indonesian populations in Kumamoto. Organizations are working to simplify language by removing ambiguous expressions and complex loanwords to ensure effective emergency communication.
