Kuwait introduces strict tobacco and nicotine regulations
Kuwait is implementing comprehensive new regulations on tobacco and nicotine products to enhance public health protections and reduce social and economic harms. Issued by Health Minister Dr. Ahmed Al-Awadhi under Ministerial Resolution No. 237 of 2026, the rules are set to take effect on January 1, 2027.
The sweeping measures include a ban on the sale, display, or delivery of tobacco and nicotine products to anyone under the age of 21. Retailers must verify ages using official identification. The regulations cover conventional cigarettes, electronic cigarettes, heated tobacco devices, nicotine pouches, and other delivery systems.
Significant restrictions include a total ban on online sales, social media commerce, and delivery services. Furthermore, sales and displays are prohibited near schools, hospitals, and other public facilities, including a 200-metre buffer zone around educational institutions. The rules also restrict sales in sports clubs, theaters, and youth centers, while mandating strict supervision and designated areas for products in cooperative societies.
