Kuwait Ministry of Justice implements new Public Prosecution selection mechanism
Kuwaiti Minister of Justice Nasser Yousef Al-Sumeit has announced a new mechanism for selecting members of the Public Prosecution, aimed at ensuring transparency, justice, and equal opportunity. The new system utilizes electronic testing at Kuwait University to standardize evaluation criteria.
Under this new process, questions are prepared by the Kuwait Institute for Judicial and Legal Studies. Candidates receive their results immediately following the electronic exam, which is then followed by personal interviews before a judicial admission committee. Out of 855 applicants from the 2024/2025 academic year, 632 met the requirements to sit for the exams.
The implementation of this new mechanism follows the cancellation of a previous admission list in July 2025. Notably, 55% of the names on the new list differed from the previous one, with 73 individuals appearing on the new list who were not included in the former.
This initiative is part of a broader effort to accelerate 'Kuwaitization' within the judiciary, in accordance with Law No. 80 of 2026, which mandates the completion of nationalizing the judiciary and Public Prosecution within five years. The next application window for 2025/2026 graduates is scheduled to open in November.
