Kyiv shootout between SBU and HUR intelligence agencies leaves three wounded

A violent shootout occurred in Kyiv’s Dniprovskyi district between members of Ukraine’s State Security Service (SBU) and the Main Directorate of Intelligence (HUR). The confrontation, which took place on September 2, left at least three HUR personnel wounded.

The incident appears to stem from the detention of Stepan Kaplunov, a deputy commander of the Russian Volunteer Corps (RVC), an anti-Kremlin militia operating under HUR. The SBU claims Kaplunov was involved in a Russian-backed terrorist plot to assassinate a Russian opposition leader. During a search related to this investigation, the SBU alleges that an armed group blocked their vehicles and attacked their team, prompting the deployment of the SBU’s Alpha special unit.

Conversely, HUR and Kaplunov’s legal counsel describe the event as an illegal abduction and an unprovoked attack by the SBU on unarmed intelligence officers. President Volodymyr Zelenskyy condemned the shootout as ‘absolutely shameful,’ stating that firearms in Ukraine should only be used against Russian occupiers. Following the incident, Zelenskyy dismissed Oleh Khramov, the head of the SBU’s Department for State Secrets Protection and Licensing, and ordered a full investigation by the Prosecutor General’s Office.
