Kyocera electronic voting system adopted for Japanese local elections

Kyocera Corporation has announced the adoption of its electronic voting and counting system, ‘Digi-Sen’, for upcoming local elections in Japan.

In Kagawa Prefecture, the system will be used in voting districts within Zentsuji City for the gubernatorial election scheduled for August 30. This marks the first time electronic voting will be implemented in a prefectural election in 24 years, following a previous instance in Okayama Prefecture in 2002. To ensure a smooth transition, Zentsuji City has conducted public awareness activities, including hands-on experience sessions at commercial facilities and community centers.

Additionally, Minokamo City in Gifu Prefecture has selected the ‘Digi-Sen’ system for its city council election on October 4, 2026. The city plans to hold mock voting sessions to familiarize voters with the technology.

The ‘Digi-Sen’ system utilizes tablet terminals where voters can select candidates via touchscreens. To enhance security and stability, the system saves data directly to recording media connected to the tablets rather than relying on a network, which mitigates risks from communication failures or overheating. The technology aims to reduce labor costs, address personnel shortages caused by aging populations, and minimize invalid votes caused by illegible handwriting.
