Kyoto City faces scrutiny over public proposal competition processes
Kyoto City is facing criticism regarding its public proposal processes after a city council settlement special committee noted that 60 percent of projects conducted by the Cultural and Citizens Affairs Bureau last fiscal year received only a single bidder. City council members have called for a review of the selection methods to ensure proper competition.
Concerns were previously raised regarding the selection of an operator for the ‘Kan'ei Gyoko 400th Anniversary Festival.’ In that instance, only one entity applied following a short recruitment period, and it was discovered that a city official had inappropriately provided specifications to the bidder prior to the public call.
In a separate administrative development, the city has announced the selection of designated managers for several cultural facilities. The Kyoto Music and Arts Culture Promotion Foundation has been named the candidate to manage ROHM Theatre Kyoto, the Kyoto Concert Hall, and various Kyoto City Cultural Centers. The Kyoto Arts and Culture Association has been selected as the candidate for the Kyoto Art Center. These appointments are subject to approval by the city council in November.
