Kyoto Prefecture declares drought emergency as rainfall falls 20‑40% below normal

The government of Kyoto Prefecture held an emergency drought‑response meeting after monitoring rainfall that was only 20‑40% of the historical average in the northern part of the prefecture. The shortfall has raised concerns about water availability for agriculture in several municipalities, including Ine, Kyotango, Ayabe, Miyazu, Yosano, Fukuchiyama and Maizuru. Officials discussed measures to mitigate the impact on farms and to manage water resources amid the ongoing dry spell.
