Kyoto Prefecture's Child‑Rearing Support Loan Shows Low Uptake After 10 Years

Kyoto Prefecture launched a pioneering "Child‑Rearing Support Comprehensive Loan" (also called "Tomorrowon") a decade ago to combat declining birth rates. The scheme offers low‑interest loans to families for education expenses, initially backed by a 10 billion‑yen budget from the prefectural government and partnerships with local financial institutions.

Despite the long‑standing program, uptake has remained minimal. Each year the budget has been reduced, and the scheme now operates with a "zero budget," relying entirely on the cooperation of participating banks. The low usage has prompted officials to question the program’s effectiveness and consider alternative measures to support child‑rearing households.

The loan program’s limited reach highlights ongoing challenges for regional governments in Japan to address demographic decline through financial incentives.
