Kyoto to implement dual pricing for Nijo Castle and bus fares
Kyoto officials plan to implement a dual pricing system for Nijo Castle and city bus fares starting in fiscal year 2027. This measure aims to combat overtourism and generate revenue for the preservation of cultural heritage sites.
Under the proposed system, non-residents will pay 2,000 yen (approximately $13) to enter Nijo Castle and its Ninomaru Palace, while local residents will pay a reduced rate of 1,000 yen. For public transportation, bus fares for non-residents will be set at 360 yen, compared to 200 yen for residents.
The city intends to use the additional revenue from non-residents to fund the conservation and renovation of precious wooden structures. Additionally, lowering bus fares for residents is expected to alleviate local complaints regarding overcrowding caused by tourists on daily transit routes.
