Kypris Avenue extension faces funding hurdles despite Council of State ruling

The Council of State has rejected a legal challenge filed by the Municipality of Iraklio Attica regarding the extension of Kypris Avenue, removing a significant legal obstacle for the project. However, the expansion remains stalled due to a lack of secured funding.

Originally tendered in early 2022 with a budget of approximately 320 million euros, the estimated cost has risen to between 350 and 400 million euros due to increased construction material prices and general inflation. Although a consortium consisting of Terna, Actor, and Intrakat was selected as the contractor, a formal contract has never been signed.

The Municipality of Iraklio Attica did not oppose the project's necessity but had sought a design change to include approximately 330 meters of undergrounding to prevent the road from dividing the urban fabric and to allow for green spaces and sports facilities. Despite the legal victory, the Ministry of Infrastructure and Transport has yet to secure the necessary financial resources to move the project from paper to construction.
