Labor agreements in Norway: Teaching staff deal reached while kindergarten talks stall
In Norway, the main organization Virke and several labor unions, including Skolenes landsforbund, have agreed to extend a special collective agreement for teaching personnel. The agreement, which covers primary, secondary, and vocational education staff, will run from January 1, 2026, to December 31, 2027. The deal aims to ensure predictable working hours and maintain continuity in teaching roles.
In contrast, negotiations regarding the kindergarten collective agreement between NHO Geneo and unions including Fagforbundet, Delta, and Utdanningsforbundet have reached an impasse. While NHO Geneo reported offering wage increases exceeding the frontfag framework, the unions rejected the proposal. The primary point of contention involves demands for a standardized hybrid pension model, which NHO Geneo opposes in favor of allowing individual kindergartens to choose between contribution-based or hybrid pension schemes.
