Labor market trends show worker shortages and sick leave abuse

Labor markets in the Balkan region are facing distinct challenges regarding workforce availability and systemic abuses. In Serbia, a shortage of skilled workers in sectors such as construction, manufacturing, and services has led to a trend where retirees are returning to the workforce. Data from the first half of 2025 indicates high demand for roles including masons, mechanics, and drivers, with significant wage increases offered for certain trades to attract talent.

In the Federation of Bosnia and Herzegovina, employers are struggling with the widespread abuse of sick leave. Safudin Čengić, President of the Economic-Social Council, highlighted a case where 800 out of 1,000 employees in a single company utilized sick leave within a year. Efforts to implement a new regulation aimed at curbing these abuses through stricter verification processes are currently awaiting final administrative approval.
