Ladakh implements ₹3,350 crore infrastructure plan and constitutional safeguards
Ladakh Chief Secretary Ashish Kundra has announced a major infrastructure overhaul and progress in discussions with the Ministry of Home Affairs regarding constitutional safeguards for the Union Territory.
A draft framework document has been shared by the Centre, proposing a two-stage approach to establish an elected UT-level body. This process would involve a constitutional amendment and subsequent regulations under Article 240 to protect local land, resources, and cultural identity. Kundra noted that meetings with the Ministry of Home Affairs have been constructive in addressing regional aspirations.
Infrastructure developments include projects worth approximately ₹3,350 crore. Key achievements include the completion of the ₹640 crore Leh Airport Terminal, improved connectivity to Zanskar which reduced travel time from 12 hours to three, and the commissioning of the 9 MW Hanu Hydropower Project. Additionally, the administration is increasing the number of Amrit Sarovars from 40 to 100 for water conservation and developing the Petroglyph Park along the Indus to preserve archaeological heritage.
