Lai Jui-long proposes civil defense upgrades for Kaohsiung

Kaohsiung mayoral candidate Lai Jui-long has established four civil defense support groups comprising volunteer police, traffic assistants, firefighters, and criminal investigators. The initiative aims to enhance urban social resilience against extreme weather, major disasters, and sudden crises.

Lai introduced a “Four-Way Protection” policy to strengthen the civil defense system through four key pillars: upgrading equipment to ensure frontline safety, implementing smart technology and intelligent road networks to protect traffic volunteers, reviewing and adjusting subsidies and benefits for responders, and encouraging youth participation through service-learning credits and flexible training. Lai emphasized that local governments must translate central resilience policies into concrete actions at the community and street levels to ensure cities can withstand emergencies.
