Lambayeque art school construction project remains stalled

The Regional Government of Lambayeque reports that the "Mejoramiento del Servicio de Educación Superior Artística" project at the Escuela Superior de Formación Artística "Ernesto López Mindreau" remains halted. The S/ 14.8 million work, launched on 1 October 2025 under Governor Jorge Pérez Flores, has achieved only 33.2 % of the planned progress versus a 56 % schedule target. The delay stems from the discovery of an undocumented underground cistern that blocks further construction of blocks ED‑04 and ED‑05, and the contractor has not addressed the required technical observations. Supervision of the works ended on 15 May 2026, leaving the project without technical oversight. The project has been classified as "in controversy" in arbitration and judicial proceedings since July, with no defined restart date.
