Lambayeque court modifies sentences in UNPRG corruption case

The Second Criminal Appeals Chamber of the Superior Court of Justice of Lambayeque has partially revoked sentences related to alleged irregularities in contracts at the Universidad Nacional Pedro Ruiz Gallo (UNPRG) during the 2017 El Niño Costero phenomenon.

The court acquitted Luis Gilberto Carrasco Lucero, former head of the General Office of Legal Counsel, of all charges. The ruling determined that a legal document he signed in August 2017 could not serve as evidence of collusion, as the contractor in question had not yet been invited to the process at that time.

Additionally, the court modified the sentence for businessman Ángel Alfredo Villanueva Bulnes, manager of Ameritech Constructora e Inversiones S.A.C. While his responsibility as an accomplice to simple collusion was upheld due to manipulated technical requirements designed to favor his company, his effective prison sentence was commuted to community service.
