Landlords fined in Hong Kong and Wales for housing regulation breaches

In Hong Kong, 47 landlords of subdivided units were fined by the Eastern Magistrates’ Courts after admitting breaches of the Landlord and Tenant (Consolidation) Ordinance. Penalties ranged from HK$800 to HK$16,400, totalling HK$172,000 for the recent cases, while the Rating and Valuation Department has pursued 1,575 cases since the provisions took effect, resulting in convictions and cumulative fines of HK$3.58 million.

In Wales, landlord Delwara Choudhury was ordered to pay £7,400 after pleading guilty to 14 offences related to a three‑storey house on Cowbridge Road East that was deemed an unsafe house in multiple occupation. The court fined her for fire‑safety failures, lack of HMO licensing, and failure to register with Rent Smart Wales, following an Emergency Prohibition Order that forced tenants to vacate the property.
