Lao Cai implements new environmental management directive
Lao Cai provincial authorities have issued Directive No. 14/CT-UBND to strengthen environmental management and protection across the province. The directive aims to prevent the emergence of environmental hotspots through a management model defined by “6 clear [responsibilities] and 1 continuous [process].”
While the province has seen improvements in environmental monitoring and automatic emission controls at large production facilities, challenges remain. Issues include inconsistent technical infrastructure in some industrial clusters, pollution risks from mineral mining and processing, and potential chemical incidents at the Tang Loong Industrial Park.
Under the new directive, local leaders will be held directly accountable for environmental outcomes. Performance will be measured by specific metrics, including emission control levels, the speed of pollution remediation, and the handling of public feedback. Environmental protection results will also be integrated into annual performance evaluations and commendation criteria for individuals and collectives.
