Lao Cai police prosecute taxi driver in fatal accident

Lao Cai provincial police have officially initiated criminal proceedings against Phan Vinh Quang, a taxi driver born in 2006, for violating road traffic regulations.

The charges stem from a fatal accident occurring around 4:15 AM on August 24, 2026, at the intersection of Chieng On and Tran Hung Dao streets in Cam Duong Ward, Lao Cai. Investigations revealed that Quang was operating a vehicle while under the influence of alcohol, with a breathalyzer reading of 0.722 mg/l.

Authorities determined that Quang failed to obey traffic signals and did not yield to a vehicle on a priority road, resulting in a collision with a motorcycle operated by Bui T. H. (born 1993). The collision caused heavy damage to both vehicles and resulted in the immediate death of the motorcyclist.
