Laser Digital Japan secures first new Japanese crypto exchange license in four years

Laser Digital Japan, a digital asset subsidiary of Nomura Group, has secured its registration as a crypto-asset exchange service provider under Japan’s Payment Services Act. This marks the first new exchange license granted in Japan in approximately four years, following the last authorization of Binance Japan in October 2022.

Rather than launching a retail trading platform, Laser Digital will initially focus on providing wholesale liquidity to domestic crypto-asset service providers to enhance market depth and stability. The company intends to expand its services to include digital-asset trading for institutional investors in a subsequent phase.

The registration comes as Japan updates its regulatory framework. Recent parliamentary revisions aim to classify crypto assets as financial assets under the Financial Instruments and Exchange Act, introducing stricter oversight and insider trading rules to align the sector with traditional finance.
