Latin American election bodies advance AI use and regulation

Election authorities across Latin America are exploring how artificial intelligence can improve electoral administration while seeking safeguards against misuse. In a regional dialogue organized by the United Nations Development Programme, officials from Chile, Mexico and Panama discussed AI‑driven tools for monitoring disinformation, processing campaign‑finance data, responding to citizen queries and cleaning voter registries. They agreed that AI should support, not replace, human decision‑making and that clear rules, oversight and trained staff are essential.

Mexico has taken concrete steps, issuing principles for AI development and procurement at the Instituto Nacional Electoral and making AI‑training mandatory for its personnel. A proposed amendment to the Mexican Electoral Law, presented by PAN politician Iván Garza, would create a specific chapter regulating AI‑generated electoral propaganda and give the state electoral institute authority to remove false AI‑generated content ahead of the 2027 election. Both initiatives highlight growing concerns about synthetic voices, images and videos that could manipulate public opinion and damage candidate reputations.
