Latin American institutions call for ethical AI governance and digital rights
Academic and judicial institutions in Latin America are addressing the ethical and regulatory challenges posed by artificial intelligence. In Ecuador, the “Quito Declaration: AI and communication from the Andean region” was established during the 3rd International Communication Conference. Organized by Universidad Andina Simón Bolívar, Universidad Central del Ecuador, and Universidad Politécnica Salesiana, with support from UNESCO and CIESPAL, the declaration calls for social agreements that strengthen democratic ties and promote AI governance centered on ethics, algorithmic responsibility, and the rights of digital users to communication free from digital violence.
In Mexico, the Supreme Court of Justice of the Nation (SCJN) held a conference titled “Infancy, Artificial Intelligence and Transparency: The New Challenges of Digital Governance.” Justices emphasized the state's obligation to protect children and adolescents from digital risks such as cyberbullying, loss of privacy, and permanent digital footprints. The discussions highlighted the need for legislative bodies to consider children's rights in the face of increasing screen time and the rapid evolution of digital tools.
