Latvia unable to ban Russian grain transit or hike rail fees

Latvian Prime Minister Andris Kulbergs has announced that Latvia is currently unable to ban the transit of Russian grain or implement a proposed 300% increase in railway infrastructure fees. The decision follows legal and economic assessments indicating that such measures could expose the country to litigation risks estimated between 200 and 800 million euros.

Instead of the intended 300% hike, the infrastructure manager LatRailNet has approved an average fee increase of 25%, with specific components rising between 21.4% and 27.4% effective October 13, 2026. Officials noted that European and national regulations prevent the arbitrary setting of tariffs to restrict shipments from specific countries.

Kulbergs highlighted that Russian grain is not currently under sanctions and that much of the cargo belongs to strategic partners such as the United States, Switzerland, and Japan. To address the issue, the Latvian leader, alongside the Prime Ministers of Estonia and Lithuania, has called for an EU-wide ban on Russian grain transit and intends to bring the matter to Brussels for further discussion.
