Latvia Crisis Management Center lacks resources and secure communications

One year after its establishment, Latvia’s Crisis Management Center is reportedly struggling with significant operational deficiencies. According to a report by the TV program ‘Nekā personīga’, the center lacks necessary resources, secure facilities, and reliable communication channels with the National Armed Forces.

Recent severe weather in late August highlighted these systemic gaps, leaving nearly 277,000 households without electricity and disrupting mobile communications. Local leaders, including the mayors of Daugavpils and Ogre, criticized the center for failing to provide effective coordination, stating that municipalities were left to manage crises independently.

Prime Minister Andris Kulbergs acknowledged that the center’s current functioning is ineffective, describing it as being ‘created on paper’ without the proper tools to coordinate. Meanwhile, Crisis Management Center Director Arvis Zīle noted that the center lacks a secure communication network for exchanging classified information and cited its placement within the State Chancellery as a factor that slows down decision-making due to excessive administrative layers.
