Latvia Extends ICT Procurement Moratorium Until Single Authority Designated

The Latvian government announced that the moratorium on large information and communications technology (ICT) procurements will remain in effect until a single authority is appointed to oversee the process. Prime Minister Andris Kulbergs presented the decision at a press conference, noting that a working group had already saved about €5 million.

The Information Society Council backed proposals from Minister of Smart Administration and Regional Development Edgars Tavars to strengthen state digital management, consolidate ICT competence, and improve the procurement system. The reforms aim to introduce unified project evaluation, public oversight, competence centres, and an upgraded electronic procurement platform. In 2025, state and municipal ICT procurement is expected to reach roughly €278 million, representing more than 9 % of total public spending.

The plan calls for a centralized ICT department, clearer project planning, and increased competition in ICT contracts, seeking greater transparency and economic justification for public digital projects.
