Latvia faces civil protection gaps following drone incidents
Recent drone incidents in Latvia have highlighted significant gaps in the country’s civil protection and crisis preparedness. While new mechanisms such as the Crisis Management Center, cellular broadcasting, and designated shelters have been established over the last four years, experts warn that practical readiness remains a weak point.
Key concerns include the lack of tested algorithms for mass evacuations and a shortage of resources. The State Fire and Rescue Service noted that in a large-scale crisis, there may be an insufficient number of vehicles, drivers, and trained personnel at evacuation points. Additionally, municipalities report a lack of clear procedures and a missing database for citizens with mobility impairments who require special assistance.
Experts also point to a lack of public awareness. A University of Latvia study found that only 14% of Riga residents knew where the nearest shelter was located. Furthermore, the development of shelters is progressing slowly; while projects for 64 shelters were initiated, only one had been completed by July. Experts suggest creating pre-trained civil protection units to support emergency services during major incidents.
