Latvia to Review Large Public Procurements, Emphasizing ICT Projects

The Latvian Ministry of Finance has drafted a cabinet protocol requiring state administration bodies to re‑evaluate all large planned or ongoing public procurements by 1 September 2026. The review applies to contracts with a projected price of at least €140,000 for goods and services and €1 million for construction, including transactions listed in the electronic procurement catalogue.

A special focus will be placed on information and communication technology (ICT) projects, following a resolution by Minister‑President Andris Kulbergs. Evaluations will assess necessity, cost justification, proportionality of requirements, possible alternatives, and risks of price inflation or excessive supplier dependence. Results must be submitted to the cabinet by the September deadline. The broader procurement reform aims to cut bureaucracy, shorten procedures, boost competition and achieve estimated savings of 2–4 % of public‑procurement spending.
