Latvian government considers rejection of K2 Ventum wind farm

The Latvian government is planning to reject the proposal by SIA K2 Ventum to construct a wind power plant park in the Sakas parish of South Kurzeme municipality, along with its associated power transmission infrastructure in the South Kurzeme and Kuldīga municipalities.

A draft order from the Ministry of Climate and Energy (KEM) states that there is currently insufficient legal and factual basis to issue a favorable administrative act. Key reasons cited include the lack of a required repeated public consultation and ongoing legal disagreements regarding whether the wind farm construction is permissible within the protection zones of the Baltic Sea and the Gulf of Riga coasts.

In response to these delays, K2 Ventum has sent a letter to the Cabinet of Ministers demanding a decision on the acceptance of the project’s environmental impact assessment (EIA) by August 31. The company argues that the decision has been delayed for over eight months and that the legal grounds for further postponement are invalid. K2 Ventum noted that the Ministry of Environmental Protection and Regional Development (VARAM) recently confirmed in writing that the proposed activities do not violate the Protection Zone Law, contradicting previous concerns used to delay the project.
